Citizen engagement at the EU remains in infancy even while European Citizens’ Panels convened by the Commission constitute an inspiring experiment. If such an assembly became permanent, it would no longer be the prerogative of politicians or civil servants to create and control the process. The Assembly would become progressively visible and popular. Many of the functions outlined in the Charter would be served by the existence of this Assembly. Eventually, the role, duties, liabilities and rights of such an Assembly could be envisaged in a range of legal frameworks, from a memorandum of understanding to Treaty reform.
