The Odyssey assembly follows the lead of other similar initiatives and projects that are already widespread around the world, from local assemblies to citizen panels. For Assembly members, “citizens” signifies all those who reside in Europe, not just those with a European nationality. Its main aim is to bring about a scaling up of these efforts. These can be combined with a push for more democratic forms of action like referenda, petitions and the setting up of other deliberative bodies.
