Some areas of action, like the reliance on science during a pandemic or the preparedness for war are currently considered outside the democratic realm. But these life and death questions are precisely what people are most anxious about, often depending on which country they come from. Civil servants in particular ought to have full leeway to serve, engage with and listen to citizens and civil society even in areas that are considered to require special expertise.
